elf2mem: Can't find perl executable that comes with Quartus®

Description

This error may arise while launching the elf2mem tool in Quartus® Prime Software version 20.3.

Resolution

To generate .hex files for Nios® II, use the elf2hex tool from the Nios® II Command Shell or TCL Console within Quartus® Prime Software version 20.3.
