Since you are using the OpenCL source code to create library object, according to https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/hb/opencl-sdk/aocl_programming_guide.pdf in chapter 10.1.1.1, you may need to use command as below:
fpga_crossgen --target target_HLD_tool [-o ]
