I was able to require the files through the "ftp" link listed below:
ftp://ftp.altera.com/up/pub/Intel_Material/Boards/DE10-Standard/DE10_Standard_User_Manual.pdf
The links that are present, however, still do not function.
Still using this page:
The system times out still.
