Usb Blaster for Usb rdp redirection is not supported for remote connection. However, remote JTAG is supported for remote FPGA where USB or Ethernet Blaster could be used to interface JTAG to the host PC. The DE10-Lite is a MAX10 based board with no etherNet and no embedded processor.
Giving each student an etherBlaster is IMHO a non-starter.
Just install the standalone license free Quartus programmer tool on each student's home PC and the problem is solved.
