Problem with free/evaluation licenses

My students are not able to generate valid free/evaluation licences. They are getting a license file with the following text:

# FEATURE START

# This is license file for Questasim*-Intel FPGA Starter Edition

# Number of seat licenses is 1

# License Expires 12-Dec-2025

300 Your contract does not allow you to use this license type.: u

# FEATURE END

What is the problem?

    Kindly share with me the screenshot of the error that your student is observing. From the description, I'm not be able to clearly tell what could be the reason.
