nCONFIG pin abnormal

Arria10 10AS016C4 used in my project, we use 10Kohm/0402 and 1Kohm/0402 respectively as pullup resister for nCONFIG in my board, nCONFIG pin goes to low, and resistor between nCONFIG and GND is 26ohm...
