n00b question about memory fill

Sorry for the double post, but I figure this is a better place to ask.

I am working on a project for the DE2 board. It's the computer architecture lab 1 from the CD. The question involves inserting and,sra,srl and registers. I am hoping to get an idea of how to and r3,r7,r16 to get started. Thanks
