IP and Megafunctions

Can I use the IP and Megafunctions for free If I do it in an university?

the purpose of the my design is to test FPGA , and I want to create my board in order to it ,not just simulate.

    You can evaluate most of the IPs for free, but it will only work as long as you keep the FPGA connected to the USB blaster (or for a limited amount of time after you disconnect it). It is usually enough to test your designs.
