intel FPGA Monitor Program can't work

    I found the answer.

    First, I saw the command, make, and I tried to install make.exe for windows.

    However, it still doesn't work.

    Then, I finally know how it is. I realize Quartus lite 21.1 needs WSL1.

    The pdf, Intel FPGA Monitor Program Tutorial for ARM*, even do not mention WSL1.

    please configure this one.
