It`s there only, Are you not able to open it?
just open that https://fpgawiki.intel.com/uploads/1/12/DE10_Lite_pins.tcl & Copy the commands from that file and enter them in the TCL Console window as mentioned in manual.

No, I am not able to open it. I click the url, it opens a new tab, spends a few seconds loading, and then the Programmable Devices Forum page appears. I'm not even prompted to download the file when clicking on the link. The following screenshot shows exactly what I see after clicking the link. The same is true for other url links to programming files in the University Workshop manuals that I recently downloaded.
