I've never heard of HSP/PRP so can't comment on them.

The Terasic DE4 board is a PCIe card with 4x Marvel 10/100/1000 PHYs

Its not "cheap", but perhaps you can contact the Altera University Program and ask them for academic pricing, or a hardware donation.
