How to fix error 39 for USB Blaster driver?

I have the DE-10 lite, and recently I have been unable to connect my device to my computer. When checking the problem, the device manager has stated that the driver for the Altera USB Blaster is corrupt or missing and displays error code 39. I have tried reinstalling the driver, restarting all devices, making sure my pc is up to date. I still continue to get this error. The device also does not appear in the registry. Any idea how this can be fixed?
