How load .rbf file

Raw Binary File (.rbf) is supported by Quartus Prime Programmer in Passive Serial (PS) configuration mode and JTAG debug mode for Partial Reconfiguration.

To configure the Partial Reconfiguration bitstream in JTAG debug mode, kindly refer to the 'Quartus Handbook' below - Page 1908
