Conflicting Versions of Quartus Prime Lite and Intel FPGA Monitor Program

I'm trying to work with the Intel FPGA Monitor Program to make some baremetal programs for the Cyclone V chip (DE1-SoC board). However, the Monitor Program only looks like it supports Quartus versions 21.1 and 18.1. When I go to download these versions, the download link doesn't work (it stalls out and i get a "Connection Timed Out") error. I've tried using the latest Quartus version available (23.1), but this results in errors in the Monitor Program.

Is there a recommended way to correct the version mismatch? Should those download links work?
