Altera Monitor Program Error in Win8

Probably I've found tyhe solution:

I've downloaded the cygwin new release (both the 32 and the 64 bit) and I've used them to substitute

the cygwin software delivered with quartus.

Moreover remember to include during the installation of cygwin the "perl" utility.
