New ContributorWindows 10 OS support for Quartus
What is the earliest version of Quartus Standard that is supported under Windows 10? We need to support products using FPGA devices not supported by version 20.3, the only version I can find Windows OS requirements for.

It would be Quartus 16.0, you can check https://www.intel.com/content/www/us/en/programmable/support/support-resources/download/os-support.html in the readme.txt there.
