Look, You gave this guy an answer for basically the same issue:
Can you tell me what you relayed to him? I'm putting the resources into getting the tool working and installed all the i686 libraries to support it and get the tool to function properly. If it is a library I'm missing, I'll install it. I'm not getting any warnings about missing this or that in the terminal window. It is just failing to detect ANY NIC card. I have a server with 4 on-board NICs and one installed to be the reference NIC for all of my tools.

Welcome to INTEL forum. Based on my understanding. CentOS 7. version is not an officially support OS for Quartus. An unsupported platform means that some things may work, but others not, and we won't put any resources into debugging or diagnosing. We recommended to use the right OS for Quartus. May I know have you try the recommended OS that supported Quartus software?
