What happens when a QSF file is loaded in Quartus Prime?

A QSF file can contain many commands, some Quartus native assignments, some allowable TCL commands, and even TCL source'd scripts. Do all of these get executed when the QSF file is loaded? How can I emulate the same effect on the command line before scripting my own flow.
