What does the twiggle symbol '~' mean in the Quartus II RTL viewer

I would like to know what the twiggle symbol '~' in the Quartus II RTL viewer? Whenever I see this twiggle sign, my design ends using a lot more logic elements than I would expect.Any help appreciated.
