Hi,
Thank you for contacting Intel community.

That might be due to problem with USB Blaster. Kindly follow the workaround in KDB below, download and install patch of Standard edition Quartus to be use with Quartus lite.

Installing https://www.intel.com/content/dam/support/us/en/programmable/kdb/support/knowledge-center/tools/2021/quartus-0.0-0.02i-windows.exe solved my problem. Thank you!
