Hello!
I can not find the Transceiver Toolkit GUI in the quartus prime pro 21.2 software.
There is just the System Console and the External Memory Interface Toolkit at Tools -> System Debugging ...

Are you able to work on this?
Did you download the right Quartus package?
Try to reinstall Quartus and see if the toolkit is there. Let me know if the issue is still persist.
