Transceivers Toolkit for Cyclone IV

neither the Stratix IV GX nor the Arria II GX designs will work on the Cyclone IV GX, and it doesn't look like there is currently one for CIVGX:

there may be some hard blocks in the SIVGX and AIIGX that are not present in CIVGX that are required for the Transceiver Toolkit to run. you may want to contact Altera to see if its coming down the pipe
