Time limited programming file

I am changing old design using old Quartus 9 32 bit (since I am using​ PLDA IP I am obligate to use that version). after running compilation I only get time limited programming file. Is it Quartus license issue? can it be related to the PLDA IP?

    It is likely that you dont have the PLDA feature enabled on your licence. Check your licence features, and you will need to contact altera FAE if you need the feature added.
