Rehosting with 0 rehosts left

I am retiring and will be moving my Quartus license to a colleague's computer (he is using the free version for now). I have two licenses listed:
Intel® Quartus® Prime Software SW-ONE-QUARTUS which has 3 rehosts left and
Intel® Quartus® Prime Standard Edition SWR-QUARTUS-SE-FIX which has 0 rehosts left.

SW-ONE-QUARTUS has my computer listed as the primary computer
SWR-QUARTUS-SE-FIX does not have a primary computer listed.

Installation & Licensing

    I opened a case at non-ips licensing and they transferred the license so the case is closed.
