Questa not fetching license

I've installed Quartus Prime Pro 21.3 but cannot get a license. license, server, deamon - all up to date and working Our IT has investigated and can't find a problem with computer, nor network, b...

So I did manage to get a better error from lmutil (below), but I'm not quite sure what to make of it.
