QuartusII 8.0 Web Edition require license

Help me please.
I am very need to repair expensive videomixer device on Altera Acex EP1k.
For this IC need Quartus 8.0. I have 8.0 Web edition, but it requires
License. Web License Update not work.

Legacy License Generator does not give an answer.

My NIC 5404a6c5890f
