Thanks, it does appear to be a licensing issue. The compile just fails silently without any indication of what is wrong even with a simple program of just a few flip-flops (no IP). I am starting a new project using the Arria 10 with PCIe which is why I felt the timing to make the switch to 16.0 was prudent. Thanks for your help.
