Quartus jtagd fails and unable to program MAX10 under Linux (18.1.0.625)

18.1.0.625. I have quite a bit of work to get through ATM and I have a workaround ( running "jtagd --user-start --config hhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh" works !) so I will have another look at this in a couple of weeks.
