I finally correct the problem by followinbg the isntruction in the link below:

- Try to point the TEMP variable to the local machine, such as the C: drive. refer below link, Do restart your PC after changing user and system variable
- Check other Quartus variables like QSYS_ROOTDIR.
- Check with the latest version Quartus.
- Try by reinstalling the Quartus along the default path.
- If still facing problem Update/reinstall Windows and Quartus.
