Hi @Moog7406

You may check which Quartus version supported for specific device by using the webpage below. Quartus 13.0 is supported for Cyclone II.

No license is required. The Quartus Prime Lite Edition, Quartus II Web Edition, and ModelSim-Intel FPGA Starter Edition versions 8.1 and later do not require license files.
