Quartus II 9.1 LogicLock region creation issue

I noticed a possible bug (or "lack of feature") in the LogicLock region creation flow. If you merge design partitions to include multiple instances, then click on that partition and select Create New...

Yes, this is a bug in Quartus II 9.1. The issue is fixed in Quartus II 10.0.
