here are the instructions, season to taste per version of course:

Locate altera_installer_windows.xml in the "installer" directory, open it with a text editor. Look for this line:

<download_url type='GET'>http://sw-depot.altera.com/sj/tools/acds/11.1/173</download_url>

and replace it with:

<download_url type='GET'>http://download.altera.com/akdlm/software/acds/11.1/173</download_url>.
