Quartus® Prime 90-Day Evaluation License + IPs
Those IPs are both labeled as supporting OpenCore Plus (I think now it's just called IP Evaluation Mode), so you can design with them, simulate them, and even generate a programming file with them. However, you'll need to stay tethered to your device once you program the board until you purchase a license. Details here:

Hi sbj,
Does sstrell reply help address your inquiry?
The Triple-Speed Ethernet IP and Low Latency 10Gbps Ethernet MAC IP support OpenCore Plus (IP Evaluation Mode). Therefore, a separate temporary or evaluation license is not required for evaluation purposes.
You may generate a programming file and evaluate the design without purchasing an IP license. However, the compiler will generate a time-limited programming file (<project_name>_time_limited.sof). Once the evaluation period expires, the FPGA will need to be reprogrammed to continue operation.
If you would like to generate an unrestricted production programming file that does not require periodic reprogramming, a valid purchased IP license is required for the corresponding IP cores. You may purchased the IP licenses via our authorized distributor: https://www.altera.com/contact.
