We got a good news for you. The download link issue fixed now as our internal team put a redirecting pointed to new directory.

New ContributorI just checked & it does not work - chrome justs says the altera url is not available. There is no redirect.

Scroll down to installation package download. The Hello World .par file contains a "nios_setup_v2.qsys" file which is the fully implemented version. You can also build it yourself by clicking cancel in the open file dialog after opening Platform Designer. This will start you off with an empty design and then follow along in the Lab Manual to complete the design.
