QSYS GUI problem with avalon_altpll

I see a problem in QSYS of Quartus 13.0 sp1. I am trying to add Avalon Altpll component to my design. The path of this component is correct and I can see tcl file. When I add this component nothing happens! Other compoents like Altera PLL, Clock Source and ... are fine. I expect after pressing add I see a window which I can change settings in it, but I don't see it!

I tried to add this block in a blank design and saw the same issue. I also tried Linux and Windows and both are the same.

I copied the tcl file of avalon_altpll in my local, but I still see the same issue.

I found something that I thought it maybe related to my issue. I tried both solution but I still can not make it working
