Qsim does not support Cyclone IV E devices ???

i am working in quartus v11.1

even with "Qsim Patch for Simulations using Cyclone IV Devices" installed, Qsys gives this message

>> The project is currently set to a Cyclone IV E device which is not supported by the simulator.

>> Qsim will use a Cyclone III device for simulation purposes.

but readme of this patch explains that: "NOTE: This patch is intended for Quartus II 12.1, 12.0, or 11.1 users working with Cyclone IV E devices"

the biggest problem is that the Qsim tries to generate netlist for cycloneIII. this means that pin locations that were acceptable by quartus with cyclone IV, now are not acceptable by Qsim. because it compiles on the cycloneIII base.

    Is this true also for Cyclone 4 development? Does Qsys support Cyclone 4?

    I noticed that there is no device for Cyclone 4 in the Qsys Design tutorial.
