PuTTY not recognizing my cyclone v

I am runing a basic tutorial 'my first hps', and am having truble uploading my program to the board by using PuTTY. When I write 'udhcpc' the program is searching and not finding, and the “scp” command

in the SoC command shell also does'nt work .
