Programming update fail

I'm using QuartusII 13.1 . I change some constant variables connected directly to the outputs but it seems that the program entering the FPGA does not change since the "check sum" does not change in the programmer. Is there something wrong with the installed Quartus or am i missing something?

    If you've changed some fixed values and recompiled the checksum will change - along with the date stamp of the .sof file. So, if you're saying the checksum hasn't changed then I'd confirm that Quartus is successfully recompiling the code for you. Make sure it's not reporting any errors.
