There is no opencl.exe The two programs you use are 'aoc' which is the compiler and 'aocl' which is the OpenCL toolkit. You can find the documentation that explains this in more detail here: http://www.altera.com/literature/lit-opencl-sdk.jsp

Also note when you use OpenCL, the 64-bit version of Quartus will be used as well as 64-bit libraries for the host application.
