Problem whit Active serial programming but not whit JTAG

Quartus 9.1 SP2

Altera DE1

If I program the board using JTAG works well,

but if I program using the active serial programming EPCS4 programming is successful but when I turn off and turn on the switch does not work run.

But if I use another project file everything works perfectly.

What could be the problem?
