With Windows 7 just open control panel -> system -> advanced system settings.

Then under "Environment variables" edit the path variable and add the subdir of where you've QII installed.

by default it shall be something like: C:\altera\<version>\quartus\bin64

If you do not solve this, open an SR with all the details of your installation and operating system you have.

Also state if you have admin rights or not, because else you should do something different maybe.
