Hello!

I have the same problem in Quartus 13.1 Subscription Edition ( Final build with latest updates 13.1.4.182 ).

System Console works correctly but Transceiver Toolkit does not: I get the error ": "Please put Quartus in your path and restart System Console before attempting to use Transceiver Toolkit".

Did anyone solve it?
