Power Estimation Confidence :low

Hi!

I dump all signals into a vcd file with modelsim SE. then input this vcd to powerplay for power analyze.but the Power Estimation Confidence is low and vectorless estimation is 98% in Confidence Metric Details .

why it gives me such a report? it seems vcd file has no effect at all.
