PLL_OPTIMIZE_PHASE_SHIFT_FOR_TIMING logic option

Hi, I observe that in the 15.0 quartus setting file reference manual that there is a PLL_OPTIMIZE_PHASE_SHIFT_FOR_TIMING logic option which is claimed to be appropriate for all device families....

To allow the fitter to set the phase shift of a PLL output counter, you can try as below:

set_instance_assignment -name PLL_OPTIMIZE_PHASE_SHIFT_FOR_TIMING -to <to> -entity <entity name> <value>
