From reading your post, I'm not sure you sufficiently understand partial reconfiguration. You shouldn't be having any license problems - you either have a license for your chosen device family or you don't. Partial reconfiguration also won't work with two configuration files from different projects.
Have a read of the
partial reconfiguration ip core (
https://www.altera.com/content/dam/altera-www/global/en_us/pdfs/literature/megafunctions/ug-partrecon.pdf) user guide. I hope it helps you understand PR a little more and which device families support it.

thanx for respond , actually , multiple persona functionality ist not possible whit eventual version. you are right. i am so new to use partial reconfiguration . BTW thnx for advice :)
