Output Voltage on FPGA

Hi !!

I am using EP1C3 Module(Input 5V) for my project. Here In my application,I need to connect Device on output side from FPGA output pin. I measured 1.67V on the output pin without resistor.

Do u have any idea how can i get 5V at the output side so i can connect my Device on the output side ( Is there any trick to make pull up resistor in the quartus 2 software so i can get 5 V output or How can i set to open collector or open drain on output pin to get 5V or any other trick to get 5V on output side)??
