Only Top level in Pin Planner

I have some external connections in my top level BDF. I have created another BDF and have made external connections there as well but they do not show up in the pin planner.

What am I missing?

    i don't think lower level .bdfs can actually access I/O, you'll have to port the outputs up to the top level schematic
