non-differential I/O pin is too close to differential I/O pin

Question

I upgrade quartus from 13.0 to 13.0sp1

when I compile the project (which compiled successfully with 13.0)with 13.0sp1,I get the error"non-differential I/O pin is too close to differential I/O pin"

I add constraint "set_instance_assignment -name IO_MAXIMUM_TOGGLE_RATE "0 MHz" -to

But error still exist.

How can I fix this problem

There is a bug in Quartus when using this constraint. The problem is known and patch available here: http://www.altera.com/support/kdb/solutions/rd07082013_903.html
