In this file, you can see lines like this:
Error (10003): Can't open encrypted VHDL or Verilog HDL file "D:/Q18/trunk/NIOS/synthesis/submodules/NIOS_cpu_cpu.v" -- current license file does not contain a valid license for encrypted file
