After step 4.2, to we have to plug the board back in? I get this:

Error (209062): Flash Loader IP not loaded on device 0

Error (209053): Unexpected error in JTAG server -- error code 5

Error (209040): Can't access JTAG chain

Error (209012): Operation failed
